Illinois has transitioned to its own state-based marketplace, Get Covered Illinois, after previously using HealthCare.gov. Illinois has expanded Medicaid through HealthChoice Illinois. Illinois also has a Medigap birthday rule: existing Medigap enrollees ages 65 to 75 get a 45-day window starting on their birthday each year to switch to a plan with equal or lesser benefits from their current insurer or one of its affiliates without medical underwriting.
Medicare is federal, so enrollment windows are the same in every state: the Annual Enrollment Period runs October 15 through December 7, and Medicare Advantage members can make one change between January 1 and March 31. What differs in Illinois is the plan lineup by county, Medigap rules, and which carriers an agent is appointed with. A local agent knows all three.

The Annual Enrollment Period runs October 15 through December 7 every year. Medicare Advantage members also get January 1 through March 31 to make one change. Your first chance is the 7-month Initial Enrollment Period around your 65th birthday, and certain life events open a Special Enrollment Period.
