Oregon runs its own state-based marketplace, the Oregon Health Insurance Marketplace. Beginning with 2027 coverage (open enrollment opening November 1, 2026), Oregonians shop, apply, and enroll through the state-run Explore Health platform (ExploreHealthOR.gov) instead of HealthCare.gov. Oregon has expanded Medicaid through the Oregon Health Plan. Oregon has a Medigap birthday rule that lets existing enrollees switch to a Medigap plan with the same or lesser benefits from any insurer during a window that starts 30 days before their birthday and ends 30 days after it, without medical underwriting.
