Virginia runs its own marketplace, Virginia's Insurance Marketplace, after previously using HealthCare.gov, and its open enrollment period runs on its own calendar (November 1 - January 29). Starting with 2027 coverage, the state-funded Virginia Health Insurance Affordability Fund adds premium help for marketplace enrollees with household income between 138% and 250% of the federal poverty level, on top of federal tax credits. Virginia has expanded Medicaid through Cover Virginia. Medicare beneficiaries can compare Medigap, Part D, and Medicare Advantage plans with a licensed Virginia agent.
Medicare is federal, so enrollment windows are the same in every state: the Annual Enrollment Period runs October 15 through December 7, and Medicare Advantage members can make one change between January 1 and March 31. What differs in Virginia is the plan lineup by county, Medigap rules, and which carriers an agent is appointed with. A local agent knows all three.

The Annual Enrollment Period runs October 15 through December 7 every year. Medicare Advantage members also get January 1 through March 31 to make one change. Your first chance is the 7-month Initial Enrollment Period around your 65th birthday, and certain life events open a Special Enrollment Period.
